GM CEO Mary Barra will tell Congress on Tuesday that the company still doesn't know why it took 10 years to recall cars with flawed ignition switches that killed at least 13 people.

In prepared remarks released by the House Energy and Commerce Committee, Barra says the company is still searching for answers as to why the automaker ordered a recall in February 2014 for an ignition switch flaw it first learned about at least as early as 2004.
