PAVEL: "That's a key question. I think the Obama Administration came into office on the narrative of getting us out of wars, but sometimes the world doesn’t cooperate with our narrative. And so I think that was his natural inclination but I think it caused a lot of damage, not just in Syria, but I think other allies and other regions, Europe and Asia after that started questioning 'Does the U.S. have the will? We know they have the capability, but does the U.S. have the will to back up alliances with us?'”
