HAASS: "That's the irony of all. If the idea was to somehow create a context in which you could begin to dramatically reshape relations with Russia, it’s hard to imagine a context which makes it less likely to do it because your motives are now being scrutinized and you've created a context where people would be thinking you’re doing it for the wrong reasons."
