It’s fixed a broken individual market where people could be excluded because they were sick. Has it solved all the problems in health insurance? No, it hasn’t. That’s why it needs to be improved. And so the answer here is not to tear down what’s worked for millions and millions of Americans but to look at what isn’t working."
