WATERS: "Well, I don’t know what the executive order means. I just heard about it for the first time. I didn’t hear about any money, any new resources. And so the devil is in the details. And of course whenever you are talking about increasing the budget, the Republicans are very selective. They increase it for what they want. But oftentimes they will not support increases for, you know, black efforts, for poor efforts, et cetera. As a matter of fact, I’m so worried that the president is proposing a $54 billion budget for the Defense Department. And he is talking about taking it out of the hides of all of these other programs that need money so desperately. So I don’t know what this executive order is. I certainly will be trying to dissect it and see what it really means."
