NAPOLITANO: "The most important is the notion of who should be removed and the priorities for removal. Under President Obama, we focused on those who had committed serious felonies, had known gang associations, and that there was a great deal of derogatory information about. Under the Trump Administration, those priorities are essentially wiped away so that, for an example, a mere arrest, even for a minor offense, would subject someone to deportation. And as somebody who has worked in this area for a long time, I know that widening those priorities, in essence, means no priorities. And that's not good law enforcement."
