SCARBOROUGH: "That's normal, but there's still — I still sense there is this huge battle between Bannon and Miller and that faction versus Priebus and some of the more institutionalized Republicans." 
HAASS: "It’s between radicals or radical conservatives and traditional conservatives. And I think that battle is now, in some ways, institutionalized in this administration. As long as all those people are in place, that's not a battle that gets resolved. That's a battle that continues and you’ll see it on issue after issue and you'll probably see it also between people like Bannon and McMaster when it comes to national security, that this administration is in some ways institutionalized, these ideological struggles about the role of government in the U.S., about the role of the United States in the world."
