CNN’s Powers: Trump’s Immigration Policy Is ‘Mass Deportation’

POWERS: "It's mass deportation. I'm sorry." 
TAPPER: "It is mass deportation."
POWERS: "If you look at it, unless people decide for some reason to not act on -- if ICE decides that they're not going to act on this, that somehow -- in the executive order, they talk about deputizing local law enforcement officials. If all these people are suddenly going to not follow through with this, then I guess it's not mass deportation. But it talks about -- this is one of the criteria. Under Obama, you had basically -- if you were a serious criminal that posed a threat to society, then you would get deported. If you were somebody who is basically not threatening anybody, you wouldn't."
