COTTON: "Well, providing weapons to Ukraine or putting troops in Poland is just one example of how to put pressure in so many different points on Russia and Vladimir Putin. In the Intelligence Bill last year, I tried to hire American citizens at our embassy in Moscow, as opposed to employing local citizens, trying to enforce travel restrictions in Washington on Russian spies. The administration opposed that. There's a whole host of things that we can do to put more pressure on Moscow and therefore negotiate with them from a position of strength the way Ronald Reagan did with Soviets. The last three presidents unfortunately have been wrong-footed by Vladimir Putin every time they tried to go to him with an open hand."
