FRANKEN: "Look, 2.3 million Minnesotans have — had limits on their policies before ACA. There are people who are alive today because of the Affordable Care Act. There are 2.3 million with pre-existing conditions that benefit from this. This isn’t just about the 20 million people who are newly covered and the fact that we have — you know, President Obama said, 'If you come up with a better plan, fine.' They have not come up with a plan. And this idea that we’re going to repeal and replace this simultaneously is ridiculous. Also, sometimes they say, 'Well, we have a lot of plans.' A lot of plans is not a plan. It’s like a quarterback going back in the huddle going, 'Okay, we’re going to run four plays this down.'"
