WELKER: "It’s significant because it could be signaling a shift on a major campaign promise. You’ll recall that President-elect Donald Trump as a candidate repeatedly said he was going to have Mexico pay for the border wall that he wants to build. Now a senior transition official telling me that his team is looking into the possibility of having Congress pay to jumpstart construction of the wall. The idea being that Mexico would eventually pay back the U.S. and it would be part of an appropriations bill as early as this April. And President-elect Donald Trump himself underscoring that point, that Mexico would pay back the U.S. for the wall. Let me read you his tweet and then give some analysis on the other side. He tweeted earlier today 'The dishonest media does not report that any money spent on building the Great Wall (for sake of speed) will be paid back by Mexico later.' Still, this is a striking shift because again, this was a frequent chant at his campaign rallies, that Mexico is going to pay for the wall."
