CLAPPER: "The Russians are bent on establishing both the presence in the Western Hemisphere, and they are looking for opportunities to expand military cooperation, sell equipment, airbases, as well as intelligence gathering facilities. And so it’s just another extension of their aggressiveness in pursuing these interests. And with respect to Cuba, Cuba has always had a long-standing, very capable intelligence capabilities, and I don’t see a reduction of those capabilities."
