EMANUEL: "What do you think? You don't have to be a psychologist to be very — I’m very upset because I think we did a very positive stand no matter what's your metric. If it's getting people insurance, we have about 20 million people who got insurance. If it’s cost control, the ACA has definitely brought cost down. So it’s been a pretty big success."
