Cruz was referring to the bust of Churchill from the Bush-era that was returned to Britain by the Obama administration

Sen. Ted Cruz (R-Texas) says President Obama, given the chance, might treat him the same way he treated a bust of the late British Prime Minister Winston Churchill.
"I’m pretty sure he also would like to send my head back to England,” Cruz said as he accepted a statesmanship award from the Claremont Institute for the Study of Statesmanship and Public Policy on March 15.
“I am truly humbled by that incredibly kind introduction and in particular to be given an award named after the great Sir Winston Churchill,” Cruz said.
