KERRY: "Illegal, unregulated, unreported fishing is not just a problem for fish. It’s a problem for human beings, because what happens is, like a young man from Cambodia who was lured into going to Thailand being told he was going to get a construction job, found himself with a shackle around his neck for two years on a small boat, a prisoner, a slave, fishing illegally in order to provide for that enormous amount of money demanding from those too few fish."
