‘I want the president to believe those survivors’

GILLIBRAND: "The most important thing is the president can side with victims and believe survivors to say we are not reporting. If we can support to someone, we would be more likely to report. That's what survivors are telling us. I want the president to believe those survivors and professionalize his military and trained military prosecutors and take them out of the chain of command where there is too much bias. They are not lawyers and they don't have criminal justice experience, they should not be deciding whether a crime is committed because it distorts the system. From a survivor's perspective, they don't believe that anything will be done and they don't believe the chain of commands have their back."
