Washington (CNN) -- President Barack Obama condemned the violence in the Ukraine, saying Wednesday the United States expected the government to show restraint against protesters and warning there would be consequences for excessive action.

Earlier, Secretary of State John Kerry said in Paris that sanctions were being considered in response to escalating clashes between police and anti-government demonstrators in Kiev, the Ukrainian capital.

"We are talking about the possibility of sanctions or other steps with our friends (in) Europe and elsewhere in order to create the environment for compromise," Kerry said.
