ZELENY: "There's no question, a victory for President Obama on something like this is a victory for Secretary Clinton. No question about that. She is going to make sure that this is at the front and center of her campaign throughout the Democratic primary fight but also in the general election should she become the nominee. She is going to say that she is here to protect this legacy, this law. So this is a very good decision for Secretary Clinton."
