PHILLIP: "Well, I think one of the things that you saw in this is Biden's ability to just stand there and answer questions, in a coherent fashion. And one of the reasons the bar is that low for Joe Biden is because President Trump has made it that low. He spent several weeks talking about how Joe Biden isn't mentally fit to run for the presidency, complaining that he thought that Biden was taking performance enhancement drugs. And I think what the American people saw tonight was a Joe Biden who could answer a wide range of questions in actual — actually a great deal of detail. He took a question from a tough questioner, who was a Trump supporter, about regulations and about environmental regulations, and he was able to handle those questions. And I think that that is probably one of the more significant things to come out of tonight, especially as we're going into a period of the debates.”
