Instead, he is barely clinging to front-runner status, with 15 Republicans battling him to lead the party. Bush is also struggling with conservatives, thanks in part to two big issues: Common Core and immigration. Then there’s his brother’s legacy. Some Republicans believe he has to find a way to distance himself."
