TAPPER: “Right. But if the positivity — if the positivity rate is high and the virus is spreading in that community, should it open, yes or no?”
GIROIR: “There is no one size that fits all. Obviously. If the virus is high in the community and spreading you have to temper your opening or do alternative strategies. I think that’s been clear. One size does not fit all. I was in Massachusetts yesterday.”
