FAUCI: “If you live in a community that is mostly brown or black, you are in a different situation, that maybe 70 percent of them don’t really want to talk to you. You can identify a contact but you don’t isolate them because you don’t have the facility to isolate them. That is what's not working. So what we're going to do, and we are doing, and you're going to be hearing about this, flooding the area of a community to get a feel for what's out there, particularly among the asymptomatics. So in other words, it's a paradigm shift because we're dealing with young people, people who are going to be asymptomatic and people who are getting infected in a community setting, not an outbreak setting where you know who to identify, isolate and contact trace. That's what I meant."
