Law ‘does not authorize the bulk collection’ of Americans’ phone data

VARNEY: "OK. Would you be happy if Congress now passes a law, a bill, and says, yes, you can do that. You can have a mass collection of information and you can store it. Would you be happy?"
NAPOLITANO: "First of all, I wouldn't be happy, but neither would the Constitution if it had a happy meter because it's blatantly unconstitutional and Congress -- tough I would like to change the Constitution. By the way, do you remember we have a written Constitution in this country?--"
VARNEY: “Here we go again."
NAPOLITANO: "Something Henry the 8th vowed he never had."
VARNEY: "You're going back to Henry?"
NAPOLITANO: "And all of his successors."
