BLOOMBERG: “Better measurement will lead to smarter investment, and also more accountability. Right now, states can apply for federal funds for new projects without having to show that they are taking care of the existing infrastructure. I will require states to set benchmarks for maintenance and repair and submit report cards on their progress. We did that for schools in New York City and helped increase graduation rates by 43 percent. We'll allocate funding for new projects based on how well states are maintaining what they already have. In other words, we will reward based on performance, just like any business does. I know, what a crazy idea that is. Make it work.”
