Heritage’s Dean Cheng: ‘Chinese Government Itself’ Engaging in Global Cyber Theft

HOST: "Do you think the news out of Beijing this morning that they'll make concessions and work with what U.S. wants when it comes to intellectual property theft that is a red meat issue for the U.S, do you think that’s a positive sign that not only do we get a phase one but a phase two might be forming?"
CHENG: "I have to admit I’m pessimistic. China made lots of promises about intellectual property. But let’s keep in mind a lot of the cyber theft is being done by the Chinese military or the Chinese government. So it's not a bunch of hackers in somebody’s basement it's the Chinese government itself that's doing it. So how credible are these promises going to be?"
