"Frankly, they should have done it before it started. They should have gotten it right in place. And there are too many players. So they really ought to try to make sure that they are going to be able to fix this system by the end of November. You know, I hope they can. But if they can't, they ought to be honest about what they're confronting. I think ultimately that if they can fix it, they can put this back on the right track. If they can't fix it, then I think the president may very well have to accept some changes in order to make sure that we can continue to implement it."
