MILLER: "It is a gross abuse of his oath to the nation and of his power as president of the United States. He is coercing and I think actually extorting a foreign government to get involved in the U.S. political system to provide information — and let’s be clear, it’s not just to launch an investigation, it is to smear one of his political opponents. Because we know the underlying information — there is no there according to everyone that has looked at it. He wants a foreign government to provide him with information with which he can use to target a political appointee. And I think the key thing is, you don’t need a quid pro quo for it to be an impeachable offense, but we have one here.”
