"President Bush deliberately did not apologize for things, and that's because advisers around him, including those there, felt that the press core would jump on that, and ram it down his throat in a way that he couldn't recover from. So especially about the war, he was very careful on that line. Look, I thought President Obama was a little bit careful here as well. There was an apology, but I still think he was careful in how he issued it. It's a little bit different, I think, than how President Obama handles -- if you remember back in the beginning of his Administration when Tom Daschle got into this confirmation trouble, he said, 'You know what, we screwed up, we made a mistake, that's on me, and let's try to move on.' I think he's still caught in a little bit of trying to fight out of health care as being under this kind of fire."
