Kerry said despite ISIS, Americans are living in a period of less daily threats against the U.S. His statement comes on the same day three men were arrested in New York City for allegedly conspiring to support ISIS. 

According to the criminal complaint, one of the defendants offered to kill President Obama if ordered to do so.
