WOODRUFF: "Taking a step back, one of the big picture challenges, both for the Trump administration and the Obama administration on handling Syria policy was that there was never a clearly articulated goal for what American troops were doing there. Even if you talk to folks at central command who are just responsible for overseeing U.S. military operations on the Middle East, they'll tell you, they were never totally clear on what the long term project was. And Trump, of course, has said the reason troops are there is to fight ISIS. But American troops have been there since least, what? 2013, prior to the rise of ISIS. They weren’t there because ISIS existed.”
