ROUNDS: "It most certainly is a privilege, not a right to hold a security clearance, for those individuals who were actively engaged in federal government activities required a clearance to begin with. To be allowed to maintain that privilege or that clearance is based upon the goal of allowing them to show a background or a history to those who are currently holding the new positions. And so, what this really is about is that if one of our current acting directors has information or wants to get information about what had transpired in the past, they could more easily discuss it with someone who had been in that position earlier. And so, this was a way in which we could transition from one administration to another and still have those discussions ongoing. If this current administration is not using Mr. Brennan, then there really would be no reason for him to continue with a security clearance."
