DONILON: "Well, it may be that. It may be clear to his advisers. And I think there is a significant split, frankly, between the president and his advisers on the approach to Russia. No president has ever conducted himself, I think, Victoria, in the way that President Trump has in Europe over the last week. But this relentless attack on allies, this embrace of Putin, really undermining the United States with the publics of Europe, as well. The European Union, NATO, these have been foundational partners for the United States for the last half century or more. And the attacks on them are really corrosive I think and really undermine the sense of reliability that I think Europeans have in the United States. I think the appropriate thing would have been at NATO and in Europe would have been to develop a unified approach to Russia and point to the positive things that we have in NATO.
