NAPOLITANO: "There are parts of the Constitution that only protect citizens and there are parts of the Constitution that protect all persons. This part when the government wants to affect your life, liberty or property protects all persons. So once these folks are on American soil, no matter who they are or how they got here, they are entitled to the due process. Due process doesn’t necessarily mean a jury trial in front of a federal judge like the President is talking about. It can mean an administrative hearing before an administrative law judge."
