‘I think the American people would act negatively to that’


CICILLINE: "I think so. I think it not only could constitute obstruction of justice and an impeachable offense. And the presidential pardon is existing and but not to be used to conceal or cover up or prevent the president for being held accountable for his misconduct so I think the American people would act negatively to that and the special counsel would take note of that and abuse of power and I think everyone should — Republican and Democrat should make it very clear to this administration and this president that that would not be tolerated."
