"I prefer to see the president’s action on this [immigration reform] as a catalyst for action in the Congress. What he said yesterday is after we are able to take this action, if the Congress goes ahead and passes comprehensive reform in the form of legislation, then he will just go ahead and tear up that executive order. In fact if they were -- in the House, to take up and pass the bipartisan Senate bill later this month or next, then the president wouldn’t have to act at all. So I think the recipe here is clear and he looks forward to getting it done."
