BOWDICH: "In this case we are conducting a full scale review. I will be briefed very soon on that, but I will tell you Monday I went out there myself along with a team and looked through it and it's a professional operation. Now let me be clear. There was a mistake made. We know that. But it is our job to make sure that we do everything in our power to ensure that does not happen again. We came to the American people immediately and said, 'Look, here's what we found, here's what we know,' but it is our job to make sure that does not happen again. That said, people make judgments out on the streets every day. Every now and then those jobs may not have been the best judgment based on the information they had at the time. I can do the best I can to mitigate those bad judgments. In this case we need to make sure that whatever we have can eliminate that from happening. I want to be clear, though, those processes were in place. It's just that they were not followed."
