House Whip: ‘President’s Responsibility’ to Give Congress ISIS Plan to Debate (Mediaite)

Furthering the game of hot potato between President Barack Obama and Congress over the authorization for use of military force, House Majority Whip Steve Scalise (R-LA) told Morning Joe on Wednesday that Congress would love to debate Obama’s war plan, provided he texts first.

“One of the bigger, broader questions, mr. people brought up. does the president want to re-visit the existing authorization for use of military force that goes back to 2002,” Scalise said. “That’s the last time Congress debated and voted on that. Does the president have his own fingerprints he wants to put on it? What is his vision for what the authorization for use of military force should be? Congress would be willing to debate it, if the president laid it out. That’s ultimately the president’s responsibility. We’ve asked him to come up with those kind of plans.”

The Obama administration believes the current action against ISIS in Syria and Iraq is covered under the 2002 congressional action authorizing force against al Qaeda affiliates regardless of borders, an AUMF Obama had previously called to be repealed.
