Sen. Sheldon Whitehouse (D., R.I.) called Charles and David Koch part of a group of "creepy billionaires" who helped write the White House's 2019 budget on Tuesday.

With Trump administration budget director Mick Mulvaney on hand to testify about the White House's 2019 budget request, Whitehouse didn't ask any questions but did rip into the budget process as "ridiculous."

"This budget is going no place," he said. "We all know that. It was cooked up in the laboratories of the Koch brothers and a bunch of other creepy billionaires who want to remake America in Ayn Rand's image."
