CAVUTO: "I know this happens a lot. It’s happened under Republican rule and democratic rule. A lot of people have the impression that single party shut-downs are only unique to you guys. The fact of the matter is, it happened several times under Jimmy Carter when Democrats ran the show. There is a history to this. But I think the problem, senator, is both sides waiting too long thinking that maybe they can come together and do something sooner but they never do. So everything runs late, late, late. What do you think?"
HOEVEN: "That’s a problem. We moved — I’m an appropriator. We moved the appropriations bills through the committee but we’re blocked from taking them to the floor because the Democrats are blocking them because they want these other things. In this case, it was DACA without meaningful border security. So we have to find a way to break through that. We’re looking at doing things, for example, to maybe advance appropriations bills with 51 votes rather than the 60."
