BAUCUS: "Now, Bernie Sanders and others think it’s a right. Others say, no, it’s just a privilege. It’s competitive, it’s free market, so on and so forth. Almost every other country has answered that question in the form by saying it’s a right. All countries have. My personal view is the united States has to move in that direction. We have to have a good, solid debate. I don’t think it’s going to happen in ‘18. Maybe after ‘18, maybe when we get a new president in 2020, then that debate will be available. But we have to make — America has to make that basic decision. Is it a right, is it a privilege, health care. The more it’s a right, then people will have health care. The more it’s a privilege, more people won’t."
