CHANG: "Well, the increase in range is incremental, because the missile they tested on July 28th could possibly go to Boston- This one goes a little bit farther, down to Washington, D.C., maybe a little bit longer depending on the payload. But nonetheless the North Koreans are making fast progress. And we need to start asking, where are they getting all this technology, who is paying for it? Because the least likely explanation is that they are doing this on their own." 
GEIST: "And what’s the most likely explanation, Gordon?" 
CHANG: "That they’re getting help from China."
