Ahead of President Barack Obama‘s speech Wednesday night, Chris Matthews on MSNBC said the public is in a “dreamland” if it anticipates the U.S. can defeat ISIS without ground troops or casualties.

Obama is scheduled to deliver a speech at 9 p.m. ET on his plan to confront the Islamic terrorist network, which has claimed responsibility for beheading to American journalists. The White House has maintained that a strategy would not include U.S. ground troops.

“They [the public] want a strategy that doesn’t include any casualties at home… or any casualties overseas, or any engagement on the ground.” Matthews said. “What kind of a war is this? No casualties, no fighting on the ground, but we win? How do you fight a war like this? What dreamland is that that they’re talking about?”
