RISCH: "Well, obviously there is always contingent plans for what to do given a certain situation. I don’t know where senator Duckworth gets that information from, where she thinks he’s leaning towards a preemptive strike. I would disagree with that and disagree with it vehemently. Certainly there is always conditions under which a first strike could take place, but, look, there has been no discussion of that. I know of no information that indicates he is leaning in that direction, so that’s really not helpful I think at this point."
