MONACO: “Well, there’s no doubt that it’s a complex set of problems and considerations. And what you’ve seen the president talk about is the need to be deliberate and that’s exactly what he’s doing. The need to build a regional and international coalition because that’s the only way we’ll be able to achieve this defeat strategy. And it’s going to take time. Any counterterrorism professional will tell you that there’s a continuum. There is disrupting immediate threats and potential harms to our people. There is degrading, and combating that threat on a regular basis. And ultimately, there is defeat. And that is going to require all elements of our national power and it’s going to require regional and international partners.”
