CHANG: "I think they’re going to respond to direct threats, but backed up by action. We’re passing the point where words actually have any effect. Secretary Tillerson who has been talking about a pathway to dialogue last month now is challenging the Chinese and Russians to take direct action, which really means that if they don’t take direct action, and they won’t, it means the United States will. So this crisis is probably going to come to a head fairly soon, because I believe there’s a sense that words right now aren’t going to do it. And the United States is going to have to act in some fashion."
