Richard Haass on New North Korea Sanctions: ‘They Won’t Make a Difference’

‘They were watered down, they have the ability to substitute domestic production’

HAASS: “They are the toughest sanctions ever imposed against North Korea, but they won’t make a difference.”
SCARBOROUGH: “They won’t make any difference?”
HAASS: “No, for all sorts of reasons. They were watered down, North Korea has the ability to substitute domestic production, so even if you had the oil cut off, they could liquefy coal and produce oil that way. There is a front page story today in 'The Washington Post' how Russia is end running sanctions, increasingly filling in some of the gap that China has left. But North Korea’s entire psychology, its entire DNA as society is one of self-reliance, so the idea that you will sanction them into giving up what they think are the most important assets they have for the regime’s survival, ain’t going to happen."
