KAINE: “We have been on the Armed Services Committee really led by Chairman McCain saying, 'Hey, where’s the strategy in Afghanistan?' A couple months ago there was news that President Trump was allowing Secretary Mattis to determine troop strength levels and our point was, 'Well, you don't get to troop level until you determine strategy first.' Reading the accounts this morning, it sounds like Secretary Mattis had the same idea. 'I’m not going to commit troops until we resolve on a strategy.' We’re going to hear from the President tonight what is at stake and why the United States continues to need to be invested in Afghanistan. I think the answer is we want to be invested in Afghanistan, to kind of put it bluntly, so that what happens in Afghanistan stays in Afghanistan, that there’s no spillover effect into a nuclear-armed Pakistan or other nations in the region that could come back and harm us.”
