SHAHEEN: "Well, words do matter. I think this is a time when we should be de-escalating the rhetoric instead of escalating it, and despite the President’s comments the administration has not been speaking with one voice. They need to do that. We need to send a strong, consistent message to North Korea, but that means looking at all of the other methods in which we can exert our influence, diplomacy, sanctions, and save the hot rhetoric for the very last."
