MUNOZ: "For those who have humanitarian claims, our laws provide for a mechanism for them to stay, but that's not going to be the majority of people who have come.  It is incredibly important in order to forestall even bigger humanitarian situation than the one that we've been facing this summer, to communicate very clearly: what the smugglers are telling you is wrong. There is no free pass. The border is not open in the United States."
