Through executive action and new legislation, President Obama and Vice President Joseph R. Biden on Tuesday announced a sweeping set of changes to the nation’s job training programs, calling the steps a crucial step forward in the effort to build a stronger, more accessible middle class.

With lawmakers of both parties by his side, Mr. Obama signed into law the Workforce Innovation and Opportunity Act, which eliminates 15 duplicative training programs, offers states and cities greater flexibility in how they use federal funds and establishes “performance indicators” to gauge how well specific programs are working.

“This is not a win for Democrats or Republicans. It is a win for American workers,” the president said. “It’s a win for the middle class, and it’s a win for everybody who is fighting to earn their way into the middle class.”
